Robert Winger, top field agent for America's "Collective Intelligence Department" is the Presidents go to man in times of international crisis. And once again his country needs him. The only problem is he's very, very, dead. Shot threw the heart on his last mission.

Now his ghost haunts the halls of the C.I.D. and thanks to a hard knock on the head only the inexperienced agent Maggie McCall can see him. She reluctantly agrees to help the fallen hero finish his last mission. The lives of millions are at stake but this dead spy guy is back from the grave and back in action.
